From the perspective of a producer, it'd be great if as many singers could come as possible so I admit it was disappointing to hear that some couldn't make it. We've never banned them for that, however. It is true that we did check whether or not they had a concert, CF filming, or other schedule to see if they could make the recording. 'City Conquest' claims KBS rejected production because of "government intervention"

Kim Hyun Joong's drama 'City Conquest' was originally scheduled for a time slot with KBS but was recently rejected for what the production company is claiming "government intervention". In a press release, they detail all of the demands KBS made, including switching out script writers, editing the scripts, switching out parts of the cast, etc, which they all complied with out of pressure.

In the end, KBS decided to drop the drama all together after a certain switch of power in the higher ups. "KBS officials told us that the reason they could not air the drama was because despite its superior content and business potential, the depiction of violence was not the right fit for a time when the government is making a new start."

KBS came out with their own statement saying that their claims are unfounded. "The drama features too much violence and revenge themes and makes a mockery out of the police. We thus felt that it was inappropriate for broadcast."

One idol group said they couldn't attend but MBC was adamant that they come no matter what so the idol group's company lied and said they had another schedule to attend to. MBC eventually found out that there was no "other schedule" and placed them under a ban from their shows as punishment.

This basically scared the other idol groups into being forced to attend, and it's become controversial because idols are already expected to be talented in singing, dancing, acting, variety, and now on top of all of that, sports. Not everyone is obviously going to enjoy or even excel at sports so broadcast companies are being called out on their use of force/power over these idols to get their way.
