Dog dies after being tied to speeding 'devil truck'

Online accounts of a speeding truck with a dog tied to it started spreading online. People took pictures of the dog with its stomach and legs in a bloody mess. Although an animal organization tried to save the dog by taking it to the hospital, it died as soon as it arrived.

The account: "On February 11th, 2015, a truck on Namyangjoo was spotted speeding with a white dog tied to it. The dog was becoming a bloody mess with his body being dragged around on the road. A passerby called the truck to stop and reported it to the police. When police arrived, they talked to the truck owner for about an hour and the truck owner complained about how expensive treatment costs would be. Police left the dog with the truck owner and the truck owner put him in the back of the truck and left.  

The morning of the 12th, an animal organization was alerted of the case and contacted local authorities to find the truck owner. Police refused to comply, saying that they are not obligated to give the truck owner's information away and that not treating an animal doesn't fall under animal abuse. The organization was relentless and eventually found his number and asked if the dog was okay, even offering to pay for his treatment. The truck owner replied back, 'Do you have nothing better to do with your time than treat someone else's dog?' 

When the organization got to the scene, the dog was already having trouble breathing. As soon as they took the dog to the hospital and opened its doors, the dog gave his last breath. His legs were severely mutilated and there was a huge hole next to his chest...."

1. [+450, -22] Whatever the truth is, we as humans need to imagine how much it hurts just when we get paper cuts and treat it with ointments and bandaids... imagine how much pain this dog was in for each minute it was like that and never let this get swept under the rug.

What makes anyone think that these same people won't do this type of torture to other human beings? I bet this type of abuse happens so often, not just what we see on TV...
