Journalist sexually harassed in front of unresponsive police at police station

A female journalist 'A' (26) was at a police station for work when a drunk man 'B' (24) came out of an investigation room after finishing his questioning. He began following A around, asking her if she wanted to have a drink with him, grabbing her notebook and wrist forcefully. She ignored him and got up to leave but he was waiting behind the entrance door and grabbed her again, asking if they can talk in the bathroom.
Once A refused again, he choked her from behind and dragged her to the bathroom. Despite A screaming, none of the police came to check. A thinks that her scream wasn't loud enough because the man was choking her neck.
A managed to get out of his grip and run outside to grab a taxi but B still followed her out there. All this while, none of the police in the station responded. When A went back to report the matter, the police told her that it will be difficult to find evidence of a failed sexual assault attempt and to just press charges for assault instead.

How hard would it have been for her to turn to one of them and ask them to get him off of her? Wouldn't the police have responded then? It's also wrong to blame the police for everything that happened to her when they weren't in a vicinity where they could see her, like the bathroom when they were 2m away.

And even if they were 2m away from her, what does she expect them to do if they really couldn't hear her? So she screamed but it wasn't loud enough because the man was choking her neck... then that obviously means the police couldn't have heard it. I don't think the police are at fault here.
